I spent close to thirty years in emergency management and crisis response before starting Southwind Planning Solutions. Small town law enforcement, State highway patrol, University Police Chief, State Incident Management Team, COVID operations, including running Logistics for shelter operations for over a thousand unaccompanied children. I've stood in rooms where the information coming in was wrong and people still had to make a call anyway, because waiting for perfect information wasn't an option.
What that career taught me is that organizations rarely go down because of the disaster itself. They go down because of what was already broken before the disaster arrived. The org chart says who's in charge. Meanwhile two or three people are quietly holding the operation together through workarounds and knowledge that never made it into any document. Nobody notices until one of them leaves, or conditions shift faster than the workarounds can keep up.
