Tabletop & Scenario Exercise Design and Facilitation
A facilitated tabletop exercise developed to FEMA HSEEP standards, walking leadership and key staff through a realistic scenario tailored to the organization's sector and risk profile built to expose gaps, not to embarrass participants.
Typical deliverables: sector-specific scenario design, facilitation, and a formal After Action Report with improvement recommendations.

Plan Development
Original emergency operations plan (EOP) or continuity plan development, built on a CPG 101-compliant framework and aligned with NIMS/ICS. Plans reflect the client's actual organizational structure, governance, and applicable regulatory requirements rather than a generic template.
Typical deliverables: base plan (promulgation, authority structure, concept of operations, activation framework), support and functional annexes, incident-specific annexes, and appendices (glossary, legal authorities, hazard/risk assessment).
Frequently paired with a Strategic Stress Test or standalone assessment, since assessment findings directly inform plan content.
